Building skills in speaking and writing requires that you keep students engaged This involves creating a need/desire to achieve successful communication, just as we would encounter in real life scenarios. An activity without an aim will make it very hard to maintain attention in the classroom. ESL teachers typically neglect writing skills as it is easier to focus on speaking skills during class time. Students also tend to focus on speaking as it is easier for them to practice on their own than writing (e.g. watching English movies and TV, listening to English music).
Still, students are often reluctant to begin speaking during a class. There are various activities to "get the ball rolling" so to speak, allowing them to feel less intimidated by potential mistakes, other students, and general lack of interest.
