As far as I know, if you study English in the university the first semester you spend learning how to pronounce the sounds of the new language. Students also learn the IPA to be able to understand pronunciation of the words given in dictionaries. And only then they start to learn the other areas of the language. Even the first part (pronunciation) can be complicated for the learners, especially if their mother language does not have some sounds as we have in English (for example, Russian language does not have “?” or “?” and there is no “r” in Chinese language). As for the intonation I think practice is the most important thing for this aspect. To listen to the natural language will help them feel the language better
