I have learnt that by giving ongoing feedback to students the teacher is is providing the students with the information for them to feel empowered to evaluate their own levels and progress. Progress tests, covering work that has already been covered and can be formal and informal and even in the form of a game. An achievement test usually given at the end of the year. and progress tests used periodically to gauge what language has been remembered and or acquired and what has been forgotten. there are also many external proficiency courses including TOEFL, IELTS, TOEIC.
