Modals are important way to emphasize the quality or intensity of what you are stating or asking for. For example, the word "may" implies less uncertainty that the word "might". Likewise, "must" implies a much greater degree of obligation than the word "should". These may be hard concepts for students to grasp initially, but I believe with practice their use would quickly become routine. Passive voice is used when the actor is either unknown or the communicator wishes to obscure the actor's identity. Phrasal verbs are difficult to understand and would probably only be suitable for the most advanced students.
