Past tenses give the listening or reader the understanding of exactly when in the past an event took place, if it is still continuing after starting in the past and if the event is unknown to be continuing still after starting in the past. An example of this is talked, was talking, he had talked and he had been talking. This is important as it gives the reader/listening a time context as to when the event happened or is still happening. i.e. it allows for a decent amount more precision as to when an event occurred.
