Unit 12 discusses teaching writing and speaking (productive skills). Both are equally important and require a more active engagement with the language than receptive skills. When teaching speaking, there's accuracy and fluency activities. The first ones are more controlled and focus on the correct use of the language. The second ones are more free and focus more on fluent speaking than on accuracy. Usually in a class accuracy is practiced first with controlled activities and exercises, and fluency activities are then part of the activate phase.
In teaching writing it is important to consider that students might have a different alphabet in their native language and different customs regarding interpunction et cetera. Therefore practicing correct writing is very important, since written communication depends more on accuracy than speaking (when speaking, one has time to correct anything that is not clear to the listener).
