There are five different ways that the conditional can be talked about. Generally if the if clause is in the present tense then the sentence is still possible. If past tense is used for the if clause then the chances of the sentence occuring is very low. Specifically, if the past tense for the if clause is used and the past tense is also used for the outcome statement, then the sentence is purely hypothetical and not reality. There are always two ways to quote speech; an exact method (direct speech) and a non-exact method (reported speech). In this second method, statements are moved one tense further back in time.
