Examinations are an ineffective way of judging the English competency of students--in my opinion. The TOEFL exam, for example, is difficult for even a native speaker to achieve high marks without a strong educational background. Many of the Cambridge Exams, such as the BCE and Skills for Life tests, are specifically tailored to British English, not general English (which would cover American, Australian, New Zealand, Jamaican, and other variations of the English language). Multiple-choice tests often fail students, as well--students who are sick, didn't get enough sleep, or who simply do not typically perform well on multiple-choice tests are not given a chance to demonstrate fluency by speaking or accuracy by writing. Standardized tests are good for judging one or two aspects of language proficiency, but not the big picture. This is a problem that extends far beyond foreign language teaching and into the education field overall.
The best thing that we can do, as teachers, is prepare students to do well on a specific exam (if that is their stated goal in taking lessons), not improving their overall fluency. This means that our job is to help them 'jump through hoops' and pass a multiple choice exam, not actually become proficient at speaking or understanding a foreign language.
